China Work Residence Permit After Entry: The 30-Day Deadline and the 2024 Permit-Card Change

The 30-day clock, and why the Z visa is not enough

Under the Exit and Entry Administration Law of the People's Republic of China, where a visa notes that a residence permit must be obtained after entry, the holder must apply at the exit-entry institution of the public security bureau in the intended place of residence within 30 days of entry (国家移民管理局, 出境入境管理法). The practical distinction: a Z visa is an entry document; it does not by itself replace the work permit or a required work-type residence permit. The residence permit is the document that does. Treat the 30 days as a hard deadline set by national law, not a processing estimate.

What changed on December 1, 2024: the physical work permit card is gone

The Ministry of Human Resources and Social Security notice on integrating the foreigner work permit with the social security card took effect on December 1, 2024 (人力资源社会保障部; 北京市人民政府转载并标注现行有效). Two points follow directly from it:

  • After entry, you no longer need to obtain a physical foreigner work permit card.
  • Holders who entered on a Z visa may go to the local public security exit-entry department with the Work Permit Notice (外国人工作许可通知) or the electronic social security card loaded with the permit information to apply for the relevant residence permit (ibid.).

Existing physical work permit cards transition under an "unchanged, not exchanged" principle — you are not required to swap an already-issued card just because of this notice (ibid.).

Official rule vs. practical suggestion: The notice tells you which permit information carrier to present. It does not tell you the full local material list or where to submit — that is set locally (see below). A practical suggestion is to confirm, before your appointment, whether your employer's HR will hand you the physical Work Permit Notice or expects you to rely on the loaded e-social-security card, since either is acceptable under the notice but your appointment preparation differs.

One correction worth flagging: the National Immigration Administration's English service guide for residence permits is dated April 1, 2021 and, read alone, discusses the work permit as a document basis for the application (NIA Service Guide). Its references to a permit document must be understood in light of the 2024 integration notice — the "permit information" you present is now the Notice or the loaded e-card, not a separately issued physical work permit card.
