International student arrival in China: registration, residence permit, and the deadlines that start on day one

What to do after you land in mainland China as an international student: school reporting, the 30-day study residence permit window, the 24-hour off-campus housing rule, medical confirmation, insurance, and work-study limits.

Short answer: after you arrive in mainland China as an international student, several registrations run on fixed clocks. If your study visa is annotated as requiring a residence permit, you must apply for a study-type residence permit within 30 days of entry. If you live anywhere other than a hotel, you (or your host) must register the address within 24 hours of moving in. At enrollment you confirm or complete a medical examination and join the school's insurance scheme. The exact reporting order is set by your admitting school's current notice, not by a single national checklist.

Your residence-permit window opens on the day you enter

For a required study residence permit, the deadline is 30 days from entry. Under the Measures for the Administration of the Recruitment and Training of International Students by Schools (Order No. 42, issued by the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security), an international student whose study visa is noted as requiring a residence permit must apply for a study-type residence permit within 30 days of entering China. Practical note: whether your visa carries that annotation depends on the visa issued to you before travel. The 30 days run from your entry date, not from your school's start date, so do not wait for orientation to begin the paperwork.

The 24-hour housing registration rule

If your accommodation is not a hotel — a rented apartment, a dormitory outside the hotel system, or a private home — the Exit and Entry Administration Law requires the stay to be registered within 24 hours of moving in, by you or by the person hosting you. (source)

This is a separate step from the residence permit and from school reporting. Ask your school and the local public security authority how registration is handled for your address. The 24-hour legal deadline remains the same.

Medical confirmation and insurance at enrollment

At enrollment, you must handle the foreign physical examination record according to the health administration's rules — either confirming an existing foreigner physical examination record or undergoing a physical examination. (source)

Practical note: schools differ in how they sequence the medical step — some schedule it during a fixed enrollment period, others route it through a designated hospital. Follow your school's current enrollment notice for the venue and timing; the legal requirement is that it happens at enrollment.

What you may and may not do while studying

While studying at a university, you may take part in work-study, but you may not be employed, engage in business, or carry out other commercial activities. (source)

Off-campus work-study or internship is a narrower track: it requires your school's approval and an annotation added to your residence permit. Without that annotation, you may not do it. (source)

Practical note: on-campus work-study and the off-campus route are different. If you are considering any off-campus work or internship, secure the school's agreement and the residence-permit annotation before you start; the regulation is explicit that the activity is not permitted without the annotation.

Which rules actually apply

Practical note: the Exit and Entry Administration Law (the 24-hour housing rule) and the 2025 revision of the Administrative Regulations on the Entry and Exit of Foreigners (the off-campus work-study annotation) are separate instruments from Order No. 42.
