Moving to China: How Purpose, Length of Stay and the First Authority Shape Your Plan
A planning guide for mainland China: match your main purpose and intended length of stay to the first authority and evidence you need, then verify each branch in dependency order before irreversible commitments.
The plan for moving to mainland China is set by three variables, in this order: your main purpose, your intended length of stay, and the first authority or piece of evidence your branch depends on. Purpose selects the route; length of stay splits several routes into longer-stay and shorter-stay branches; the first authority tells you what to verify before anything irreversible.
That order matters because it is also the order in which the rules are written. The main purpose of travel determines the visa category, and work, study, family and private-affairs purposes sit in distinct branches with purpose-specific supporting evidence (Visa Application Instructions, MFA China Consular Service). The regulations link the supporting evidence you must produce to the purpose you declare, and treat residence as something legally distinct from a short stay (Regulations on Administration of the Entry and Exit of Foreigners, 2025 amendment). Nothing in this guide guarantees a visa, a visa-free entry, or a later residence permit. Approval is a decision of the authority, not a step you complete.

What each branch actually depends on
Work. Article 41 of the Exit and Entry Administration Law states the general work-permission and work-category residence requirement. The MFA's Z-visa instructions also describe short-work evidence and an exception to their post-entry residence reminder for a visa marked with a permitted stay of 30 days after entry. Do not assume that every work trip has the same residence step; check the work evidence and the annotation on the visa actually issued. Part of that evidence comes from the employer, so the sensible checkout point is before you resign or commit to housing, not after.
Study. The study branches distinguish longer and shorter intended stays, so the same university relationship can generate two different routes. The MFA instructions expressly tell X1 holders to apply for a residence permit within 30 days after entry; the X2 branch is different. Confirm your programme's route with the school and serving mission, then read the annotation on the visa actually issued.
Family and private affairs. These sit in their own branches with their own length-of-stay split, and the evidence is relational: who in China is inviting you, on what basis, and what documents prove it. Residence-permit reasons expressly include reunion and personal matters, alongside work, study and journalism (Regulations, Article 15), which is why a family plan and a work plan are not interchangeable paperwork.
Temporary visit. The unilateral visa-free policy applies only to a listed ordinary-passport nationality, for covered purposes, within the applicable stay period. The current list and terms must be checked on the official page rather than remembered from an earlier trip or a summary like this one, and the policy expressly excludes work, study, news coverage and similar purposes (FAQs on Visa-free Entry into China). If an eligible traveller plans to stay longer than the permitted visa-free period, the FAQ directs them to apply for a purpose-matched visa in advance. Later stay-permit requests depend on sufficient reasons and authority approval — they are not a continuation of a visa-free entry.
Already holding valid residence documentation. Holders of valid foreigners' residence permits are exempted from applying for a visa for entry, but entry remains subject to border inspection (Exit and Entry Administration Law, Articles 22(2) and 24); approved permanent residence is dealt with separately (Article 48). The practical planning task here is different from everyone else's: you are maintaining a status, not acquiring one.
Dependencies: what must be true before the next thing can be true
- Purpose evidence comes first. Your declared purpose drives both the category and the evidence (Regulations, Articles 6 and 7). Without it, no downstream step has a foundation.
- Then the entry route. Which branch you are in, and whether a visa-free route is even available to your passport and purpose.
- Then the post-entry steps, if your route triggers them. Where the issued visa specifies it, a residence-permit application is required within 30 days after entry (Article 30). This is conditional on the visa, not universal, which is why the visa itself is the document to read.
- Then local acceptance. The local public-security exit-entry administration handles residence-permit applications, and work, study and family categories require different supporting evidence; the receiving local authority controls case-specific acceptance details (NIA residence-permit service guide).
A visitor cannot assume they can switch to work or residence after arrival. Changing from a stay to residence is a narrowly approved exception, not a routine conversion (Article 31). If your real plan is work or study, treat it as a work or study plan from the start.
Two steps people conflate
Accommodation registration is separate from residence documentation. Staying in a hotel is handled through hotel registration; for other accommodation, the foreigner or the host registers within 24 hours (Article 39). Registering where you sleep does not create work authorisation or extend a stay.
Similarly, "residence" in the legal sense is distinct from a short stay (Regulations, Article 15). A long personal plan and a long legal stay are not the same object.
Where local and personal variables change the answer
Three variables routinely change a checklist: the mission serving your locality, the evidence your employer, school or family member can actually produce, and the local authority that receives the residence-permit application. So the honest planning method is: identify your branch from the matrix, confirm the evidence source in that branch, and then confirm the document list with the specific office that will receive your case. Personal variables — nationality, the passport you hold, your family member's own status, whether your employer has ever sponsored someone before — are case facts, and only the authority can resolve them.
Uncertainty and who to ask
This guide does not set processing times, fees, quotas, approval rates or fixed timelines, and it does not determine anyone's eligibility. Visa-free coverage, the exact document list for your category, and the acceptance practice at your local exit-entry office all change and are resolved by the authority, not by a planning article. Direct questions to the Chinese embassy or consulate serving your locality for entry and category questions, and to the local public-security exit-entry administration for residence-permit questions after entry. Where a rule turns on your specific status, treat the answer you receive from those offices as the operative one.
